Default Stackable mods?

If I have a wand with "Halves casting time of <xxx>" (20%) and a focus with "Halves casting time of <xxx>" (20%), do I end up with a "Halves casting time of <xxx>" (40%) or the equivilent of "Quarters casting time of <xxx>" (20%)?

Was equipping my monk and realised I didn't know

In short, mods do not stack on weapons and even some will not stack on armor.

um no

if you have a 1/2 casting time of x on a wand
and a 1/2 casting time of x on an offhand
you will have - 1/2 casting time 36%
1/4 casting time 4%

I've heard they do stack, but as percentages rather than simply adding to each other. And I think I've also heard that you'll never get faster than half casting time, but you may get a higher percentage chance for half cast time with two mods on separate items. (IIRC you could get 1/4 recharge.)

I know I saw a nice write up of this somewhere, but I can't remember where. A quick search on guru resulted in things like this
